The Kirby Police Department was formed in 1968. The new Department started with a Police Chief and three patrolmen. Fifty years later, the Department has grown to more than 20 employees and is comprised of the following sections:

Administration

The Chief of Police and the Administrative Secretary handle most of the office functions within the department. They are responsible for Day-to-day operations, enacting and enforcing policy and procedure, and training.

Investigations

Police detectives spend much of their time compiling information and evidence for the cases they are assigned. They wear plain clothes and drive unmarked cars. A police detective requires more experience and knowledge, so they usually hold a higher skill level than a normal police officer.

Patrol Section

The patrol section is made up of nine officers and is supervised by the Patrol Sergeant. He/she is assisted by two Corporals who act as shift supervisors. The six additional patrol officers who, along with the Sergeant and Corporal, handle the day-to-day police activities like, traffic enforcement, neighborhood patrols. They are usually the first to arrive on a scene and the last to leave.

Warrant and Traffic Section

This officer’s primary responsibility is to work with the Court Clerk to locate and apprehend any person to whom the Court has issued an arrest warrant for. He/she is also responsible for Traffic Enforcement, DWI Enforcement, and Accident Investigation.

Code Compliance and Enforcement

The Code Enforcement Officer is a certified police officer who works primarily with the City’s Code of Ordinances. He/she is responsible for everything from yard maintenance and landscaping to junk vehicles and abandoned buildings.

Animal Services

Kirby Animal Services currently consists of one shelter manager/animal control officer, one animal control officer and one part-time kennel technician. They are responsible for capturing and impounding dangerous or stray animals, investigating cases of animal cruelty, enforcing licensing laws, providing expert testimony in court cases, rescuing trapped animals, writing incident reports, and providing humane care to animals under their supervision.

Communication Services

The department has a fully staffed 911-Emergency Communications Center. The Supervisor manages three full-time and two part-time telecommunicators or dispatchers who handle all emergency radio traffic for the City. In addition to providing 911 telephone services, they provide dispatch services to Kirby Police, Fire, EMS, Public Works, Animal Control, and Code Enforcement.

We realize that our sole purpose is to provide a safe community environment for the people who not only call Kirby home, but also shop, visit, or travel through our City. The Kirby Police Department prides itself on our ability to be pro-active in our service along with our reactive capabilities.
