City Administration
Under the leadership of the Kirby City Council, the City Manager is responsible for the proper administration of all affairs of the City to include policy execution, budget oversight, strategic planning, personnel management, and project implementation.
The City of Kirby is a full-service entity with a staff committed to providing the highest quality of service.
Our services include administration, Fire/EMS, public safety, animal services, water, sewer, garbage collection and recycling, street maintenance, zoning, inspections and code enforcement. The City of Kirby also administers Municipal Court, manages park land and operates a pool.
The City of Kirby values citizen input. Our Council meetings are held every second and fourth Thursday at 7:00pm and we invite you to join us as we continue to lead our City into the future.
Responsibilities
The City Council by majority vote shall appoint a City Manager. He/she is accountable to Council for his/her actions. The City Manager is responsible for the daily administration of the City of Kirby. This includes the preparation and submission of the annual budget to be adopted by the City Council and administration of the budget throughout the fiscal year. The City Manager is also responsible for all City personnel. The City of Kirby currently has 55 full time employees. The City Manager provides information to the City Council regarding policy and administrative issues that may need to be decided by Council.
