PUBLIC WORKS PROCEDURES FOR

BULK COLLECTION/DROP-OFF SITE

 

1. Only Kirby residents who are able to produce a current water bill, Texas Drivers License and a current City issued ID card will be permitted to dispose of acceptable waste materials.  The City water bill, Texas Drivers License and ID card address must match.


2. Operators will verify the current approved ID list issued by city hall.  (Required prior to entering the disposal area.)


3. NO ONE without a City issued ID permit will be permitted to dispose of any waste materials.


4. A list of all residents entering the disposal area will be properly recorded by name, address, ID and City issued permit card. (By operator) The list will be turned in to superintendent on Monday morning.


5. Kirby residents producing a receipt for an extra roll-off use by the city of Kirby will be permitted one extra disposal (No receipt, no disposal.)


6. Operators will monitor the disposal of all materials and may provide minimum assistance.


7. Residents will be directed to the area when disposal will take place.


8. Only four vehicles at a time will be permitted in the disposal area.


9. A truck with a trailer will be considered two dumps.


10. Drop off dates are the second and fourth Saturday of the month, 8:00 AM – 1:00 PM or until full.

POLICY

BULK COLLECTION/DROP-OFF SITE

 

Authorized Users - Services will only be provided to Kirby residents for the disposal of waste materials generated within their own domiciles. For the purpose of this policy, domicile is defined as a person’s fixed, permanent, principal home for legal purposes.

Location  - The bulk collection/drop-off site (to be known as “the Site” in this document) is located at 5503 Duffek Drive.

Sign Up For Use of Site:    Resident will be issued an ID Card which allows four free uses at the bulk collection/drop-off site.  This card will allow residents to utilize the facility for no fee for one calendar year.

Provide City Hall with your proof of residence, i.e. current water bill and Texas drivers’license and an ID Card will be prepared for you. 

What Happens if I Lose My Card:  There is a replacement fee in the amount of $25.00 (cash).  You will be notified when the new card is ready.

Payment of Fee for Extra Roll-Off Use: The nonrefundable disposal fee must be paid directly in advance to the City of Kirby. Payments will not be accepted at the Site. There is a cash fee in the amount of $50.00 per load and you must present your receipt upon entry to the Site.

Commercial waste, including waste generated from the management of rental property, is not accepted. Our waste acceptance and prohibited waste exclusion policies are covered in more detail below. The City of Kirby reserves the right to reject any waste material which may be determined not to meet these criteria or which may be deemed by its characteristics to be unsuitable for handling at our facilities.

Paint – DRY ONLY, up to 5 gallons
Lawn mowers, other small engine machines – WITHOUT oils and fuel
Light bulbs – NO Fluorescents (contains PCB)
Construction Materials – wood, sheet rock, metal, glass, etc.
Scrap Metal – NO cars/engines or car batteries
Used Appliances – stoves/ovens, dishwashers, laundry machines, etc.
Furniture, carpeting/rugs, mattresses
Paper/plastic
Anything that is not a hazard

Asbestos
Acids

Air conditioners
Corrosives

Computers
Solvents
Oily Waste
Explosives

Household/kitchen trash (in bags or otherwise)
Radio Active waste
Pathogenic waste
PCB’s

Tires
Propane tanks

Refrigerators

Any item with freon
Hazardous waste

 

Tractor trailers will not be allowed in the transfer station.

The following types of refuse will not be accepted for disposal in the Site:  hot ashes, poisons, acids, caustics, explosives, chemical waste, petroleum, pathological, infectious and surgical hospital waste; radiological or radioactive waste; controlled hazardous substances, liquid waste, septic waste, dead animals, liquid paint, detergents (bulk), automobiles or engine blocks (over 2’).  Any questions concerning disposal of specific waste types, shall be directed to the Public Works Superintendent.

Barrels, drums, and 5-gallon or greater cans will be accepted if unused (or washed), and tops/ bottoms are removed and flattened.  Drums previously holding hazardous waste must be emptied in accordance with COMAR 26.13.02.07.

Firearms at the landfill are prohibited at all times.

Any vehicle arriving at the Site after the closing time will not be admitted. 

All vehicles transporting refuse are to keep the refuse in their vehicles suitably covered or enclosed at all times to prevent littering of streets and highways.  Refuse shall not protrude from the sides of any vehicle body.  All vehicles entering the Site are responsible for the removal of refuse dropped by their vehicles while en route to the assigned disposal area.  Tarps shall be removed in designated areas only.

All vehicles are to observe and obey posted speed limits, direction signs, and other posted notices.

All Site users must adhere to all posted and verbal instructions given by landfill personnel related to the disposal and placement of all types of refuse and recyclables.  Harassment of any landfill personnel, in any manner, will not be tolerated and may result in revoking of landfill user privileges.

Loitering at the Site is strictly prohibited.  There is 30-minute time limit for discharge of cargo.

Scavenging at the convenience center, on the Site face, at the transfer station, or in containers is strictly prohibited.

Children under the age of 16 are not permitted outside of any vehicle while the vehicle is in any landfill disposal area, recycling area, or the transfer station.

Consumption of any alcoholic beverages is strictly prohibited on the Site property.

Motorbike or off-road vehicle riding is prohibited on the Site property.

Unauthorized parking of vehicles is prohibited.  Vehicles not removed from the Site by the closing time may be towed at the owner’s expense.

The City of Kirby is not responsible for and shall not render assistance to any vehicle developing mechanical difficulty.  Emergency towing will be provided entirely at vehicle owner’s risk.

The City of Kirby is not responsible for any injuries to persons or damage to vehicles at the landfill.
