Residents of Kirby can help keep the City aesthetics beautiful by making sure trees, limbs, brush, and shrubs are not lower than twelve feet over streets, sidewalks, alleys, drainage ways and other City rights-of-way.

Also, maintain weeds, brush, or grass in the alleys, right-of-way and/or easements which are within ten feet from your property. The cutting and removal of all weeds, brush and grass within ten feet of any property line shall be deemed in compliance. Grass/weeds should be kept under twelve inches.

CITY WIDE CLEAN UP WILL BE HELD JULY 20 – 26, 2008. Congratulations!

You are now the proud keeper of a brand new recycling bin. This is your opportunity to reduce the amount of waste going to our landfills, save energy and conserve natural resources- all by recycling. You deserve a hearty “Thank You” for making your recycling program a big success.

Here’s how to make your recycling bin feel at home.

First, put it in a place where you’ll remember to use it.

Second, take every opportunity to fill it with properly prepared recyclable materials.

Third, give it adequate air and sunshine by putting it out on your collection day. Fourth, wash it once in awhile with dishwashing detergent and water.

With proper use and care, your bin will last for years. If you move, please leave it behind, along with this flier. This will make it easy for the new homeowner to participate in this important community project.

Why recycling is important to YOU.

Our community, like thousands of others across America, is running out of sanitary landfill space. On a national and global scale, society as a whole is consuming valuable natural resources, some of which are non-renewable.

Our recycling program gives each of us a way to conserve landfill space by reducing the volume of waste that is buried in the ground. It also helps us ease the burden on our natural resources by recycling old materials, such as paper, into new products. And by recycling, we save energy and extend the life of our oil, coal and natural gas reserves.

Why YOU are important to recycling.

In a typical community, each family generates about 60 pounds of recoverable newspaper, plastic, tin and aluminum every month. Subtract that bulk volume from our local landfill, and it’s easy to see that participation by you and your neighbors in this program can make a real difference.

Every can or bottle that you recycle is part of a long-range step toward easing the waste crisis we hear about in the news. Your participation in this recycling effort is the cornerstone of a movement that starts here, at home, but that will have a positive, worldwide impact as more and more people make the decision to recycle.
On your recycling day, just place your filled bin on the curb no later than 7:00 A.M. Rain or shine, Allied Waste will pick up your recyclable materials. It’s that easy!

Keep in mind this 4th of July 2008 that fireworks are against city ordinance.  

Ordinance 242

It shall be unlawful for any person, in any manner, to possess, possess for sale, sell or offer for sale at retail or otherwise, to use, shoot, discharge, explode, ignite, or display any fireworks, of any kind, within the city.

A fine not to exceed $2,000 in all cases arising under municipal ordinances that govern fire safety, zoning and public health and sanitation other than vegetation and litter violations
HOBO Festival feedback -- Posted by the City of Kirby Texas on Monday, June 9 2008
For those of you who attended the first annual HOBO Festival in Kirby, we are requesting your thoughts on the festival.  The city's goal was to bring the community together and have a great time.  I hope we were successful, in your eyes.  Let us know what you thought about the event.  What can we add, where can we improve, did we provide the music you wanted, etc.  Also, speaking of music, if you know of a tejano band with a grand following let us know and we'll contact them about next year's event.  Email me, Patty Cox, at pattycox@satx.rr.com with your comments.  If you were not able to attend let me know if we could have done something different to get you out to the park for some fun.

The concession stand opens at 10:00 A.M.  which is located in the John Sterling Building, 3211 Charles Conrad. There is also a new game room with arcades open to the public starting at 10:00 A.M. June 7, 2008.  Swimming pool passes are available. Call 661-0941 for information.

The City of Kirby is soliciting Statements of Qualifications from firms to provide site planning and architectural services for designing a new fire station facility at the present or an alternate location. A copy of the Request for Qualifications may be obtained by contacting the office of the City Manager, at 112 Bauman, Kirby, Texas 78219. Statements of Qualifications should include the information indicated in the Request for Qualifications document.

All proposals must be plainly marked “Sealed Statement of Qualifications.” Sealed statements of qualifications are due on Monday, June 23, 2008, at 10:00 a.m., at Kirby City Hall, 112 Bauman, Kirby, Texas 78219 at which time the City Manager will open and review the responses to this Request for Qualifications. The City of Kirby is looking for volunteers to help with our park clean-up on April 19, 2008 at Friendship Park, 5745 Binz Engleman, 8:30 A.M. till 1:00 P.M. There will be food and drinks for those who build up an appetite through their hard work. The City will be hosting the HOBO Festival May 2-4 at Friendship Park and we would like your help cleaning up the park to improve the appearance for those visiting the Park.  

The city of Kirby appreciates community involvement from our residents and other volunteers. This projects a positive image and the fact that you care about your City is endearing to us.

The city of Kirby will hold the first annual "HOBO Festival" May 2 - 4, 2008 at Friendship Park. May 2: 6 PM -Midnight; May 3: Noon - Midnight; May 4: Noon - 6 PM. There will be a parade, unsanctioned chili cook-off, auction, live entertainment, food, arts and crafts, activities/carnival and a whole lot of fun for everyone.  This is a community event to bring you and your family out to have fun and meet your neighbors.  The City web site will have a page dedicated to the HOBO Festival keeping you up to date with event.

Roll-off containers will be placed at Kirby Public Works Facility, 5631 Binz Engleman Road for Spring Clean-Up Week and citizens are encouraged to utilize these roll-offs for their disposing of unwanted items.

Requirements are:
Allied cannot dispose of tires, flammable and/or hazardous materials. Please do not place these items at the curb or roll-off containers, as the materials will not be accepted.

Hazardous materials can be disposed of at Friendship Park, 5745 Binz Engleman on March 15, 2008 beginning at 8:00 AM until the containers provided have reached capacity.

If you prefer to have curbside pick-up for Spring Clean-Up, Allied Waste will do so for a fee. Contact Allied Waste at 648-5222 for a cost estimate prior to placing items on the curb.

Please note: Spring Clean-Up/Household Hazardous Waste Disposal are for residential use only. Proof of residency is required.

This notice concerns 2007 property tax rates for CITY OF KIRBY. It presents information about three tax rates. Last year’s tax rate is the actual rate the taxing unit used to determine property taxes last year. This year’s effective tax rate would impose the same total taxes as last year if you compare properties taxed in both years. This year’s rollback tax rate is the highest tax rate the taxing unit can set before taxpayers can start tax rollback procedures. In each case these rates are found by dividing the total amount of taxes by the tax base (the total value of taxable property) with adjustments as required by state law. The rates are given per $100 of property value.

Stage One Water Restrictions – As you know, when the J-17 Well of the Edwards Aquifer hits 650 feet mean sea level, we all go under Stage One measures of water use restrictions. Those restrictions are as follows:

1. Water waste is prohibited to include, allowing water to run off on to a gutter, ditch, or failing to repair a controllable leak.

2. Residential, commercial, industrial and agricultural Edwards Aquifer water users should reduce water consumption by any means available.

3. Watering with an irrigation system or sprinkler, permitted only once a week on the designated day during the hours of 12:00 a.m. to 10:00 a.m. and from 8:00 p.m. until 12:00 a.m.
