Type
of Government

The City of
Kirby is a Home Rule City, as allowed under the statute
of the State of Texas. Home Rule allows the city to govern
itself, conduct business, and adopt ordinances of any nature
as long as the action does not violate state or federal
law.
The citizens
of Kirby adopted the City Charter in 1988. The Charter serves
as the foundation for our city government. It serves as
the "constitution" for our community. The Charter
set the number of elected officials as Mayor and six (6)
Council Members. The terms are set at two (2) years and
are staggered. The Mayor is the head of the elected body,
and serves as the Chair of the City Council. The Mayor appoints
committees and represents the City of Kirby at official
functions. The Charter establishes the type of government
we have - Council/Manager from of government.
The Charter
provides that the City of Kirby will have a City Manager
and the City Manager will be responsible to and directed
by the City Council as a whole. The City Manager is responsible
for the day to day operation of the City.
